The overall project the construction of Woolwich Central — a mixed use development that includes 1000 homes, a superstore and new council office, was already in progress and was to run concurrently with the demolition project, falling under the requirements of the Construction (Design and Management) Regulations 2007.
With Willmott Dixon acting as Principal Contractor and CDM Co-ordinator, 777’s role was to undertake a full Asbestos survey and removal followed by the comprehensive demolition and full site clearance of a seven storey former Local Authority building & Post Office.
In accordance with CDM regulations the site was handed over to the appointed Principal Contractor for the duration of the works, as such access to/works adjacent ‘live’ Asbestos enclosures were controlled. A dedicated Structural Engineer was appointed by 777 in order to carry out the demolition survey of the building. Site specific details pertaining to the control measures, methods of work, PPE/RPE requirements were established. Once clearance certificates had been issued for the Asbestos removal the demolition phase of the works commenced. The disconnection of all services had been arranged and was executed by the Electrical Distribution Network Operator, the Water Authority and the Gas Network Operator. The demolition plan was developed in conjunction with the Principal Contractor Willmott Dixon, the Client Tesco and English Heritage. The Site Waste Management Plan was produced identifying waste / recycling streams and corresponding facilities.
The Post Office Building was encapsulated with scaffold and the demolition methodology consisted of a systematic deconstruction exercise utilising mainly hand tools. The Local Authority building to the rear of the post office was demolished utilising one of 777’s Hitachi EX1200 ultra-high reach machines allowing the structure to be demolished top down, however additional controls were needed so as to successfully achieve protection to the many hundred construction workers employed on the construction side of this project. The demolition phase of the project was to culminate in the site clearance and levelling of the area to a predetermined level issued to 777 by the Principal Contractor.
